Ireland Targets Crypto Assets with New Anti-Money Laundering Strategy

Ireland has launched its first national anti-money laundering strategy, targeting crypto assets and corporate transparency to combat financial crime. The plan was unveiled by Deputy Prime Minister Simon Harris on August 13th, introducing new rules for crypto-assets and digital transfers to prevent anonymous movement of funds.

The strategy underpins the strengthening of Ireland's financial crime framework and aims to deliver a whole-of-government approach to prevent criminals from exploiting the state's financial system. The plan focuses on five key areas: strengthening national coordination, better understanding risks, delivering a stronger regulatory framework, building capability, and enhancing international cooperation.

The new rules include increasing transparency around company ownership and introducing new disclosure requirements for limited partnerships and higher-risk corporate vehicles to stop criminals from hiding behind complex corporate structures. The government also wants to modernize financial intelligence capabilities and enhance the State's ability to detect cyber-enabled fraud, sanctions evasion, and emerging financial crime threats.

The strategy is designed to support Ireland's preparations for its upcoming mutual evaluation by the Financial Action Task Force (FATF) in 2026. Harris emphasized that Ireland will not be a safe place to launder criminal proceeds, and the government will continue to pursue organized criminals, protect the financial system, and safeguard Ireland's reputation as one of the safest places in Europe.
