Japan Sanctions Crypto Exchange Garantex in Latest Russia Measures
Japan has taken a firm stance against Russia's alleged sanctions evasion by adding the crypto exchange Garantex to its latest round of sanctions. The move, announced on October 2, 2026, targets financial activities and crypto networks linked to sanctioned entities. Alongside Garantex, Japan designated 33 other entities, nine individuals, and 35 vessels tied to Russia's shadow fleet, which is involved in transporting Russian crude oil.
The sanctions impose restrictions on payments and capital transactions involving Garantex, requiring government permission for any covered transactions. This measure aims to limit the exchange's access to financial channels in Japan. The 35 vessels included in the sanctions face restrictions on technical assistance, repairs, and insurance, making their operations more challenging.
Garantex has previously faced actions from the United States and the European Union for aiding illegal transactions and sanctions violations. The exchange reportedly facilitated over $96 billion in cryptocurrency trading since 2019, though not all transactions were necessarily illegal. The latest move by Japan underscores the growing coordination among major economies to block financial channels used for sanctions evasion.
The sanctions also highlight the compliance challenges for crypto companies, which may now face more rigorous screening and improved methods for identifying suspicious transactions. The measures against Garantex and the shadow fleet indicate Japan's efforts to target both digital and traditional financial channels that support Russia's international trade.
