The Financial Services Commission (FSC) in South Korea is considering introducing a cryptocurrency market-maker system to improve market efficiency and stability, despite a current legal ban on such activities.

This review could be part of the second phase of South Korea's digital-asset legislation, which represents consideration of a new regulatory framework rather than an adopted policy change.

FSC digital finance policy official 류영준 said exchanges should maintain sufficient capital and operational capacity, with core exchange functions such as trade execution, transaction support, and monitoring for abnormal transactions potentially moving from self-regulation to public-law regulation.
