Labour Conference to Decide Fate of AI Regulator Amid Cabinet Concerns

The Labour government is facing an uncomfortable question as it heads into conference season: when does a promise become a plan?

Delegates will vote on whether to establish a new dedicated AI regulator, which would be a move away from the party's current approach. The party's 2024 manifesto pledged binding regulations on developers of powerful AI models, but two years on, no standalone AI bill has materialized.

Cabinet members have begun voicing concerns about the pace and substance of the government's approach to governing artificial intelligence. The Joint Committee on Human Rights published a report in September 2026, concluding that the current regulatory framework for AI is not fit for purpose.

Public opinion appears to be on the side of stronger action: approximately 89-90 percent of respondents support an independent AI regulatory authority with real enforcement capabilities. Around 72 percent back comprehensive AI laws specifically.
