Putin Signs Russia's Comprehensive Crypto Regulation Framework

Russian President Vladimir Putin has signed Federal Law No. 282-FZ, establishing a comprehensive regulatory framework for cryptocurrency trading and custody.

The law covers digital currencies, mining, exchange providers, and professional financial intermediaries, with most provisions set to take effect on September 1, 2026.

During a transition period ending July 1, 2027, only registered exchange providers meeting specific requirements will be authorized to operate.

These requirements include holding at least ₽15 million in capital, joining a financial-market self-regulatory organization, and complying with risk-management, disclosure, and customer-protection standards.
