Putin Signs Russia's First Comprehensive Cryptocurrency Regulations
Russian President Vladimir Putin has signed a law that regulates digital currencies and rights for the first time.
The new rules, which come into effect on September 1, 2026, will organize cryptocurrency trading through regulated platforms and transfer storage and accounting to digital depositories.
Brokers and management companies can act as intermediaries between exchanges and clients, while crypto exchangers will receive legal status after being included in a special register, having capital of at least 15 million rubles, and joining a self-regulatory organization.
Unqualified investors will be limited to buying the most liquid coins, such as Bitcoin, Ethereum, and USDT, without exceeding 300 thousand rubles per year from each intermediary. Qualified participants will have no such limit.
