Putin Signs Russia's New Crypto Regulation Into Law
Russia has established a new framework for digital assets after President Vladimir Putin signed legislation regulating cryptocurrency exchanges, custody, and investor participation. The law creates a licensed crypto market under central bank oversight while maintaining the ban on using cryptocurrencies for domestic payments.
Licensed exchanges, brokers, and digital depositories will operate under Bank of Russia supervision. Service providers must register with the central bank and meet capital requirements before offering services, with a transition period for licensing continuing until July 1, 2027.
Retail investors face annual purchase limits of 300,000 rubles (approximately $3,800), while qualified investors can trade without investment caps. The framework recognizes cryptocurrency mining as an economic activity and allows registered companies to mine without restrictions.
