The crypto market experienced a brief downturn following the Senate's rejection of the CLARITY Act on September 15. The bill, which aimed to clarify regulatory frameworks for cryptocurrencies, fell short of the required 60 votes with a 49-50 vote count.
However, regulators at the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) acted swiftly in their existing authority, issuing temporary relief measures that helped stabilize the market. The SEC granted a 5-year Innovation Exemption for on-chain tokenized stock trading, while the CFTC provided no-action relief for passive software providers.
Bitcoin prices dipped to near $75,000 before rebounding above $80,000 as industry experts framed the agency moves as more impactful than the legislative setback. The market's reaction was immediate, with Bitcoin down 3% on September 15 and Ethereum falling 4.5%. However, after the regulatory announcements on September 17, UNI gained 45.1%, RAY rose 26.7%, AERO advanced 17.8%, Solana climbed 6.3%, and Ethereum added 2.3%.
