Ripple has secured final approval from the Office of the Comptroller of the Currency (OCC) for its federally chartered bank, Ripple National Trust Bank (RNTB). This approval allows RNTB to manage reserves for the RLUSD stablecoin and offer crypto custody services to enterprise clients. The process began with a conditional approval on December 12, 2025, and has now reached its conclusion.
RNTB, based in New York, operates under charter number 25364. Its primary functions include managing the reserves backing RLUSD and providing custody and fiduciary services for digital assets. Notably, the bank will not take deposits or issue loans, limiting its operations to fiduciary activities.
The approval follows the enactment of the GENIUS Act in July 2025, which established a federal framework for US stablecoins. Ripple CEO Brad Garlinghouse has emphasized the goal of making RLUSD the most transparent and responsibly managed stablecoin in the market. The dual oversight from the OCC and the New York Department of Financial Services (NYDFS) is expected to enhance confidence in RLUSD.
This development positions Ripple more directly in competition with firms like BitGo and Paxos, which also received conditional charters. It also intensifies the rivalry with Circle, whose USDC stablecoin has been a preferred choice for institutional clients. The growth of RNTB will depend on the demand for custody and reserve management services.
