Russia Mandates Crypto Exchange Registration Starting October 5 2026
Russia's cryptocurrency market has entered a new regulatory phase as the Central Bank's mandatory registration system for crypto exchanges and digital custody institutions took effect on October 5, 2026. The new rules require companies operating in the crypto space to register with the Central Bank to legally offer services. This includes cryptocurrency exchanges, digital custody institutions, and operators of information systems that generate digital financial rights.
The Central Bank has outlined detailed procedures for the application process, including required documents, qualifications for managers, and the criteria for registration decisions. Board members and senior employees must meet professional qualifications and eligibility requirements. While the Central Bank will evaluate and decide on the applications, some information about registered companies will be published and updated on the regulatory body’s website.
A simplified application process has been introduced for existing crypto companies, but they must still submit their documents and pass the Central Bank’s evaluation. The start of this system does not mean unrestricted trading for all investors in Russia. The registration of exchanges and the types of assets individual investors can access are being handled separately.
The October 5th deadline marks the beginning of the application and verification system, but it is too early to say whether all applications will be approved or if a completely free cryptocurrency market has opened in the country.
