Russia Opens Crypto Exchange License Window on October 5
The Bank of Russia has confirmed that applications for its new crypto exchange registration process can be submitted starting October 5, 2026. This move comes under Federal Law No. 282-FZ, 'On Digital Currencies and Digital Rights,' which was signed on August 4, 2026.
According to the Bank of Russia's official navigator page, operators seeking a crypto exchange license can submit documents from October 5 onward. However, it's worth noting that the review process takes up to 60 working days, so no licenses will be issued immediately.
This marks a significant step in Russia's drive for crypto regulation. The Bank of Russia has stated that existing operators have until September 1, 2028, to fully comply with the new regulations. This means that entities handling digital financial assets (DFA) under the older 2020 framework must transition into the new structure before the deadline.
Crypto commentator @cryptorover tweeted about this development, saying Russia is moving fast on crypto regulation while pointing out slower progress on the US CLARITY Act. Bitcoin's price has been affected by regulatory clarity from major economies in the past.
