Russia's Crypto Evasion Playbook: A Global Challenge for Anti-Corruption Efforts
Crypto is often viewed as a tool for innovation and decentralization, but it can also facilitate illicit activities like money laundering and corruption. Russia's kleptocratic elite has refined this playbook to evade international sanctions, leveraging cryptocurrencies to protect their wealth built on decades of corruption.
After the full-scale invasion of Ukraine, Russia cut off from the international banking system sharpened its financial infrastructure to move money on behalf of sanctioned entities through a global network of hard-to-trace cryptocurrency payments. Transparency International Russia has documented this process and highlighted how Russian actors have built a sophisticated system to evade accountability.
The EU's 21st sanctions package, adopted in July 2026, introduced a ban on crypto-asset services in third countries as part of its efforts to target Russia's war on Ukraine. However, the effectiveness of this measure depends on international coordination and addressing the links between cryptocurrencies, traditional banking systems, trade networks, shell companies, and third-country jurisdictions.
