Saylor Unveils 'Bill of Digital Rights' Framework to Empower Companies
Michael Saylor, executive chairman of Strategy, has proposed a framework he calls the 'bill of digital rights' to enable companies to access capital through digital tokens.
The bill is built around five core principles: the right to create, issue, custody, transfer, and use digital assets.
Saylor argues that this streamlined framework could allow 10 million new companies to raise capital, compared to the current system where only about 400 can access public markets.
The CLARITY bill currently making its way through regulatory discussions runs approximately 630 pages and is seen as restrictive by Saylor.
He advocates for allowing banks to custody Bitcoin and lend against it, reducing the risk weighting applied to crypto assets from 1,250% to make it more economical for traditional financial institutions.
