He notes that it's a culmination of years of legislative effort, tracing back to the Token Taxonomy Act and the Lummis-Gillibrand framework.

The bill has seen significant progress, with Trump agreeing to roughly 80% of what Democrats had requested on government ethics restrictions. Brown calls this compromise 'pretty compelling,' as it extends restrictions to officials' spouses and gives individual states the ability to pursue exchanges and bring injunctions against the Justice Department.
