Republicans released a final version of the bill on Sunday, incorporating several compromises, but Democrats responded with a counteroffer on Monday that Senator Cynthia Lummis called 'largely repetitive'.

Lummis accused Democrats of not making meaningful concessions despite Republican efforts to address their concerns. Meanwhile, Senator Elizabeth Warren countered that the Republican proposal was negotiated without Democratic input and failed to address key issues.

The Senate's opening vote had been planned for Tuesday afternoon but may be delayed due to the ongoing negotiations.
