Todd Revives Tail Emission Debate, Sparks Reactions Over Bitcoin Supply Limit

Bitcoin's 21 million limit has been a topic of debate in recent weeks after Peter Todd revisited the idea of permanent issuance, or tail emission. In a July 23 presentation at Bitcoin++ Toronto, Todd argued that Bitcoin is transitioning from a security model sustained by subsidies to one where transaction fees play a dominant role. However, he noted that there is no proven example of this working at Bitcoin's scale.

Todd discussed the possibility of a small and continuous issuance, which would allow the supply to exceed 21 million in the future. He suggested an annual rate of 1% could be excessive, but a lower rate could still provide economic incentive for miners to extend the chain. This idea has sparked reactions on social media from well-known figures in the ecosystem.

Dan Held described Todd's proposal as 'bad', while Giacomo Zucco argued that a sufficiently low tail emission would not be catastrophic, but changing established economic fundamentals could be existential. Todd highlighted Zucco's concession about a low emission rate, while Hodlonaut warned of the gradual erosion of Bitcoin's ethos and culture if the supply limit were to change.
