The CLARITY Act, legislation designed to establish a clearer division of responsibility between the SEC and CFTC for digital assets, has stalled in the Senate. Prediction-market odds for passage in 2026 have dropped to around 20%, down from roughly 80% earlier in the year.
The White House meeting is expected to focus on tokenization, prediction markets, and the relationship between crypto firms and traditional financial infrastructure. Regulators will be watching for concrete policy signals from Trump, SEC Chair Paul Atkins, and CFTC Chair Michael Selig. Without new legislation, any immediate progress is more likely to come through SEC and CFTC rulemaking than through Congress.
