US and Russia Strip Safeguards from UN Autonomous Weapons Treaty

The United Nations Convention on Certain Conventional Weapons Group of Governmental Experts (CCW GGE) recently concluded its final negotiating session in Geneva. The meeting, which took place from August 31 to September 5, 2026, aimed to establish guidelines for lethal autonomous weapons systems.

However, in a shocking move, diplomats from the United States and Russia removed crucial provisions from the draft framework during a closed-door session on the final day. The revised text eliminated requirements for human review of AI-identified targets before a strike is authorized, as well as provisions addressing the predictability and reliability of AI systems in weapons contexts.

The CCW GGE process has been ongoing since 2014, with 129 states participating in the negotiations, including 128 High Contracting Parties to the CCW. The removal of these provisions has sparked widespread criticism from organizations such as Stop Killer Robots and the International Committee of the Red Cross.
