The third, BatchV1_1, activates on October 9 at 4:46 p.m. These changes, though technical, could impact users depending on where they hold their XRP.
Permission Delegation allows an XRP account to grant specific rights to another without transferring the private key. This feature is particularly useful for custodians and regulated institutions. BatchV1_1 groups multiple transactions to ensure they either all succeed or fail together. Both features had been temporarily disabled due to bugs but are now being reintroduced with fixes.
