Bank of England Develops Unique Vantage Point for Financial System Surveillance
The Bank of England has developed a unique vantage point to understand the UK's complex and interconnected financial system. This perspective, gained through transaction-level reporting and collaboration with other authorities, allows the bank to identify vulnerabilities in the system and take steps to strengthen its stability.
Nathanaël Benjamin, speaking at the London Derivatives Trading and Treasury Forum, emphasized that the nature of risks to financial stability has changed significantly over the past two decades. The focus is no longer solely on individual banks, but rather on interactions between non-bank financial institutions (NBFIs), markets, and funding structures.
The bank's surveillance capabilities have evolved to address these changing risks. By combining data from various sources, including transaction-level reporting, fund-level reporting, supervisory intelligence, market engagement, and deep market expertise, the Bank of England can build a comprehensive picture of chain reactions that would otherwise be unforeseeable.
The bank's unique position as a participant in core markets and its collaboration with the Financial Conduct Authority enable it to gather valuable insights. These capabilities have helped identify where leverage resides, how it is financed, and how funding and liquidity shocks might propagate through the financial system.
