Canada's Data Centre Dilemma: Balancing Economic Benefits with Community Concerns
Canada needs to overcome its reluctance to build AI data centres, which are becoming essential for the country's economy. The hardware that supports AI is becoming a general-purpose input into science, business, national defence, and healthcare, leading to productivity gains in areas such as health-risk detection, software development, and complex research problems. However, Canadians need dependable infrastructure to store, process, and protect the data behind these uses.
The objective of building AI data centres is not just to attract investment but also to secure reliable access to computing power, greater jurisdiction over data, and stronger domestic capabilities in data centre development and operation. Economists care more about the location of capital than its ownership, but with data centres, computational services can often be supplied from abroad, making domestic participation crucial.
The Trump administration's decision to restrict access to Anthropic's frontier AI models highlights the strategic importance of AI tools. Canada cannot afford to allow essential services or domestic innovation to depend entirely on foreign governments' decisions. While Canadians see the need for domestic AI infrastructure, more than two-thirds oppose having data centres built near their communities due to concerns over energy prices, noise, and job creation.
