Draghi: Europe Must Return to Growth Through Integration
Mario Draghi, former President of the European Central Bank (ECB), recently delivered a speech at the Swiss Federal Institute of Technology in Zurich. He emphasized that Europe needs to return to growth and that central banks cannot replace governments in achieving this goal.
Draghi highlighted that long-term growth is driven by technological advancements, which are beyond the control of any central bank. He stressed that integration among European countries is necessary to achieve scale and address the challenges posed by technology.
The former ECB president drew on the ideas of economist Karl Brunner, who believed that a central bank cannot ensure price stability alone without a fiscal authority with compatible incentives. Draghi noted that this approach was evident in the Maastricht Treaty, which granted the ECB independence while introducing rules for excessive deficits and monetary financing.
However, Draghi warned that relying solely on central banks to drive growth is unsustainable and not feasible given the current global interest rate environment. He pointed out that long-term interest rates in the eurozone are rising due to factors beyond Europe's control, including inflation caused by supply-side shocks and increasing debt levels.
