ECB Warns Banks: Digitize or Get Left Behind in Digital Finance Era
The European Central Bank (ECB) is emphasizing the importance of digital innovation for banks' resilience, warning that those who fail to adapt will be left behind. The push comes as cyber incidents among major banks doubled between 2022 and 2024, and non-bank financial entities continue to erode traditional banking services.
The ECB's strategy includes new regulation, a sovereign digital currency, and infrastructure for tokenized finance. The Digital Operational Resilience Act (DORA) became applicable in January 2025, requiring banks to actively manage IT risks and report major incidents to supervisors.
A striking 38% of bank incidents in 2025 were linked to IT changes, suggesting that banks' own modernization efforts are creating new vulnerabilities. The ECB's digital euro project remains one of the most closely watched central bank digital currency initiatives globally, with estimated investment costs ranging from 4 billion to 5.8 billion euros over four years.
