RMA Replaced: New Laws Aim to Simplify Planning and Boost Investment

Federated Farmers has welcomed the passing of new legislation that replaces the Resource Management Act (RMA). The Planning Bill and Natural Environment Bill passed their third reading in Parliament yesterday, marking a significant milestone for farmers and New Zealand as a whole.

According to Mark Hooper, Federated Farmers' RMA reform spokesperson, the old system had become too complex and uncertain for basic activities like building a shed or water storage. He says councils and communities were also burdened by layers of bureaucratic planning rules and processes.

The new laws are expected to cut red tape, unlock investment, and help grow New Zealand's export-led economy. Hooper emphasizes the need for certainty in making long-term business decisions, particularly for farmers who require stability to invest in infrastructure, improve environmental outcomes, and expand production.

While the legislation is a major step forward, Hooper stresses that focus must now turn to ensuring the new system works as intended in practice. He notes there are still steps to be taken before the new system is fully operational and points out Federated Farmers' request for 10 new national standards that would make basic farming activities permitted activities.
