US Seeks to Leverage Stablecoins as New Engine for Dollar Dominance
The Trump administration is considering an initiative to actively promote dollar-backed stablecoins overseas, viewing them as a strategic tool to reinforce the US dollar's status as the world's reserve asset and generate new demand for US Treasury securities.
The plan is built on the GENIUS Act, signed into law by President Trump in July 2025, which established a federal regulatory framework for payment stablecoins. This legislation requires issuers to maintain reserves backed by US dollars and short-term Treasury securities, directly linking the expansion of dollar-backed stablecoins to demand for US government debt.
Treasury Secretary Scott Bessent has been a vocal proponent of this vision, arguing that stablecoin adoption strengthens rather than undermines dollar dominance. He views these digital tokens as a tool that 'locks in dollar supremacy.'
The administration is considering joint ventures between the US government and private-sector firms to support stablecoin projects in overseas markets. Multiple federal agencies could be involved, including the Treasury Department, State Department, and US International Development Finance Corp.
