30 Insurance CEOs and 260 Reinsurer Executives Put on Notice Over Systemic Accreditation Failure

Daryl Guberman, a quality expert and Boeing shareholder, sent formal written notice to 30 insurance-company chief executives and more than 260 reinsurer executives on September 20 and 21, 2026. The notice documents what Guberman says is a systemic accreditation failure: the introduction of the designation 'underwriter' into the accreditation chain in a Department of State contract on September 4, 2018.

Guberman argues that no accreditation body can legally hold underwriting liability or risks, and this standard was actively eliminated by ISO/IEC 17011 Conformity assessment, Requirements for accreditation bodies accrediting conformity assessment bodies (registrars).

He claims that 13 federal agencies are compromised by sitting on the ANSI-ANAB board, five of them being paying customers: the Department of Homeland Security, the Department of Justice, the Department of Commerce, the Food and Drug Administration, and the Department of State. Guberman says sovereign immunity is broken due to their failure in duties.

Guberman personally informed the DOJ official now spearheading federal fraud enforcement but received no response. 'The DOJ is part of the fraud,' he claims.
