A top executive at JPMorganChase has expressed concerns that proposed federal bank capital rules could limit access to credit for millions of small businesses. Stevie Baron, CEO of Chase Business Bank, warned in a memo that the current framework could have unintended consequences for Main Street lenders.

The regulatory framework, dubbed Basel III Endgame, aims to ensure banks have enough capital and financial cushion to weather economic volatility. However, Baron argued that the proposed changes could encourage trading over lending, raising borrowing costs for small business owners.

Baron specifically noted concerns about the Global Systemically Important Bank (GSIB) surcharge formula, which could penalize universal banks like JPMorganChase. He urged regulators to reconsider the proposed changes and retain the current approach to the short-term wholesale funding factor.

The American Dream Initiative, announced by JPMorganChase CEO Jamie Dimon in March, seeks to expand the total number of small and medium-sized businesses to 10 million. Baron's memo is part of a new JPMorganChase series titled 'From the Desk of,' where top executives share their takes on economic and political policies.
