Meta Platforms and Google have petitioned the 9th Circuit Court of Appeals to block enforcement of California's Protecting Our Kids From Social Media Addiction Act (SB 976). The law restricts social media companies from delivering algorithmically personalized recommendation feeds to minors under 18 without verifiable parental consent.

If parents do provide consent, the law places a strict default limit capping personalized feeds at one hour per day. Tech executives warn that complying with these requirements will force a complete redesign of how their digital platforms operate for young users.

According to Meta's filing, 'absent prompt relief from this Court, Meta will have to fundamentally transform its services.'
