Japan's Ministry of Economy, Trade and Industry (METI) is attempting to resurrect the country's semiconductor manufacturing industry through its venture, Rapidus Corporation. The company plans to leapfrog three decades of commercial foundry stagnation by producing cutting-edge two-nanometer Gate-All-Around logic chips by 2027.

The ambitious project involves a deep technical alliance with IBM and imec, a Belgian microelectronics research center. Hundreds of Japanese engineers have been dispatched to Albany, New York, where they are absorbing the reference architecture for the two-nanometer process recipes before bringing them back to Hokkaido.

Rapidus is positioning itself as a high-mix, agile foundry tailored for the artificial intelligence era. The company aims to slash wafer cycle times to one-third of the industry standard through the use of single-wafer processing chambers and real-time automated analytics.

However, skepticism among global semiconductor executives remains palpable due to the significant challenges involved in mastering defect learning curves, yield optimization, and PDK ecosystem maturity. Foundry operations are notoriously path-dependent, requiring decades of cumulative factory-floor know-how.
