Switzerland Deploys Open-Source Office Suite Amid Data Sovereignty Concerns

The Swiss government is moving away from Microsoft 365 in favor of an open-source office suite called openDesk. The Swiss Federal Chancellery and the Swiss Armed Forces are leading this effort, with different timelines for implementation.

For the civilian sector, the transition will take until the end of 2027, when the platform is expected to serve around 3,000 employees across federal departments. This project aims to provide a sovereign alternative to Microsoft 365 and ensure continuity in case it becomes unavailable.

The initial cost for this program is estimated at 9 million Swiss francs, funded by parliamentary appropriations. The government acknowledges that the transition will require substantial customization, security assessments, and additional expertise.

In contrast, the Swiss Armed Forces' Cyber Command has accelerated the transition to openDesk, aiming to equip all employees with the platform by October. This decision is driven by concerns over data sovereignty and potential US government access under the CLOUD Act.
