Trump Unveils White House Accord on Super Intelligence
President Donald Trump has announced a voluntary AI safety agreement with six tech giants, marking a shift in the debate over how to regulate frontier AI. The Joint Commitment on Frontier Responsibilities, also known as the White House Accord on Super Intelligence, is a non-binding agreement that encourages companies to adopt measures to oversee the development and deployment of AI models.
The agreement, which was signed by Anthropic, Google, Meta, Nvidia, OpenAI, and xAI, sets out a four-tiered framework for overseeing frontier AI models. This includes internal monitoring, empowered oversight teams, independent auditors with whistleblower-style roles, and board-level committees to ensure safety adherence.
The accord is not new, as a similar voluntary AI safety pledge was established under President Joe Biden in 2023. However, the 2026 version introduces formal structures like board-level committees and auditors with whistleblower-style protections. Trump emphasized that the commitments are 'morally binding' and rely on strong self-policing.
The deal is a clear win for the six signatory companies, which avoid binding federal rules and maintain control over how safety is measured. However, the accord's strength depends on whether companies follow through when safety conflicts with speed or revenue.
