UK Central Bank Head Urges Caution on AI Regulation
Bank of England Governor Andrew Bailey has urged that regulation of artificial intelligence should not be the immediate priority. Instead, he suggests focusing on rigorous testing to identify vulnerabilities and mitigate risks.
Bailey notes that associated threats are real and rapidly increasing, but emphasizes the significant economic benefits of the technology. He believes the industry needs clear frameworks and intervention mechanisms, with the AI Safety Institute already conducting assessments in the UK.
During testing, algorithms will inevitably malfunction and behave unpredictably, Bailey acknowledged. This, he said, indicates not a failure of testing but its acute necessity. Bailey also made it clear that testing does not replace oversight: rules will eventually be established, though starting with regulatory restrictions is considered a mistake.
