Canada's New Infrastructure Plan Sparks Concerns Over Indigenous Rights

The Canadian government has proposed a new bill, the Building Canada Strong Act (Bill C-39), which aims to accelerate infrastructure development and reshape environmental regulations, labour laws, and legal duties to Indigenous peoples.

The bill is nearly 250 pages long and seeks to expand and replace provisions in the One Canadian Economy Act passed last fall. The government claims it needs to act quickly due to economic pressures from the US under President Donald Trump's policies.

However, First Nations leaders are suspicious of the government's intentions and warn that the bill could be used to disregard Indigenous rights. National Chief Cindy Woodhouse Nepinak stated that the government should not use its majority status to 'dishonour the Crown' and 'frustrate Parliament's ability to hear from rights holders.'

The bill allows for preparatory or early construction work on projects approved by the federal government, even before a final project review or approval is completed. This raises concerns that consultation with Indigenous communities could become a mere formality.
