Fed Modernizes Discount Window with Eye on Market Resilience
The Federal Reserve is continuing to modernize its discount window to make emergency liquidity faster and easier for financial institutions to access. Vice Chair Philip Jefferson said this effort could strengthen the resilience of the U.S. Treasury market during periods of stress.
Jefferson made his comments at the 2026 U.S. Treasury Market Conference at the Federal Reserve Bank of New York. The Fed's modernization work is focused on business process improvements, increased automation, and better coordination with the Federal Home Loan Banks.
The Reserve Banks have streamlined how institutions pledge loans as collateral, while the Fed’s Discount Window Direct online portal now handles more than 60% of discount-window loan requests. This improved access aims to reduce institutions' reluctance to use the discount window when liquidity is needed.
Jefferson pointed out that during market turmoil in March 2020, Treasury securities pledged to the Fed to secure potential discount window loans increased sharply. He believes the modernization efforts will ensure the discount window supports individual banking institutions and broader market resilience well into the future.
