ICE Detains Witness Who Called 911 on Armed Man
On August 9, Juan Francisco Monroy Turuy witnessed an armed man firing shots into the air in a Home Depot parking lot. He immediately called 911 and provided a detailed description of the suspect to Houston police officers.
Monroy's assistance led police to identify the gunman, David E. Mendez, who was charged with unlawful possession of a firearm by a felon on the same day.
However, before the police could finish interviewing Monroy, Immigration and Customs Enforcement (ICE) agents detained him at the scene. Over three weeks later, Monroy remains in ICE custody at the Montgomery Processing Center in Conroe.
Randall Kallinen, a civil rights attorney assisting Monroy, expressed concern that neither the Houston Police Department nor the Harris County District Attorney's Office has contacted the witness since his detention.
