Saylor Seeks Digital Rights Bill for Bitcoin and Beyond
Michael Saylor, executive chairman of Strategy, has proposed a 'bill of digital rights' to guide how the United States handles digital assets. In an essay posted on X on September 26, he outlined five rights that individuals and companies should have when using digital assets: creating, issuing, custodying, transferring, and using them.
Saylor believes that artificial intelligence will increase economic productivity significantly, and the financial system needs to adapt accordingly. He argues that rules protecting freedoms are necessary rather than those focusing on limits. 'The age of Digital Assets and Digital Intelligence needs a bill of digital rights, not a bill of restrictions,' he wrote.
The Strategy executive also addressed taxes on everyday crypto payments, proposing a 'de minimis' tax exemption for ordinary digital asset transactions. He wants banks to be able to hold Bitcoin for customers and offer loans backed by it under workable rules. Saylor criticized the CLARITY Act, saying it places too much weight on restrictions and limits innovation.
